Charles Edward Barr was born in 1899 Shackelford, Missouri, to John E. Barr and Bettie Maupin Sims-Barr, one of eleven children. The 19th Century was on it's way. On December 31st, 1899, a large standing stone at Stonehenge falls over, the most recent time this has happened.

Charles married Margaret Gerling in Pilot Grove, Missouri and the two had five children.
